What is CMMI?

The Capability Maturity Model Integration (CMMI) is a globally recognized framework for improving organizational performance and building sustainable capability across enterprise functions. Originally developed by the Software Engineering Institute (SEI) and now maintained by ISACA, CMMI provides a structured approach to evaluating and enhancing processes that impact quality, risk, productivity, and customer satisfaction. The model is used worldwide by organizations of all sizes and sectors—including defense contractors, technology firms, service providers, and manufacturers—to strengthen internal systems, ensure consistency, and achieve operational excellence.

CMMI v3.0, the latest version of the model, modernizes how organizations apply and assess best practices. It replaces the older “constellation” structure (e.g., DEV, SVC, ACQ) with flexible domain views—such as Development, Services, Supplier Management, Safety, Security, Data, and People—paired with reusable Practice Areas like Risk Management, Quality Assurance, and Governance. This modular design allows organizations to configure the model based on specific improvement priorities and operational realities. The model is structured around five maturity levels (ML1 to ML5), which represent the evolution of an organization’s process capability—from ad hoc and reactive to optimized and data-driven. Higher maturity levels (ML4 and ML5) introduce predictive analytics, quantitative management, and continuous innovation. For regulated industries or government contractors, CMMI can also complement or support compliance with frameworks such as ISO 9001, ISO/IEC 27001, CMMC, and NIST SP 800-171.

Organizations pursuing a formal CMMI appraisal undergo a rigorous, standards-based evaluation conducted by a certified Lead Appraiser, who assesses whether practices are implemented, institutionalized, and delivering intended performance outcomes. Under CMMI v3.0, there are three types of appraisals: Benchmark Appraisals, which result in a maturity level rating and are suitable for formal certification and external recognition; Sustainment Appraisals, which extend or reaffirm an existing maturity level rating within the three-year appraisal cycle; and Evaluation Appraisals, which are used internally to assess readiness, identify gaps, or support process improvement without generating a maturity level rating. Each appraisal type is governed by strict criteria to ensure objectivity, consistency, and alignment with the CMMI Model and appraisal Method Definition Document (MDD).

The CMMI assessment approach is evidence-based, team-driven, and highly collaborative. It includes document reviews, process artifact verification, interviews with stakeholders, and performance data analysis to validate the implementation of model practices. Appraisal teams evaluate not only whether processes exist, but whether they are repeatable, measurable, and continuously improving.

Each domain is composed of Practice Areas (PAs) that address specific capabilities—such as Planning, Estimating, Risk Management, Process Management, Verification, Validation, and Governance. These practice areas provide a roadmap for building capability and improving outcomes within a specific domain. For example, the Development domain focuses on engineering and lifecycle management, while the Services domain emphasizes incident management, delivery performance, and customer satisfaction.
